Abstract:

The term “Entrepreneurial Ecosystem” has seen a rapid increase in use by entrepreneurship researchers, policy-makers and practitioners over the past few years. This presentation focuses on the role of universities as central actors in many Entrepreneurial Ecosystems. The interest is motivated by the desire to develop well-grounded new policies and interventions that would stimulate entrepreneurial and commercial outputs, with a special emphasis on Japan. We begin with an analysis of key entrepreneurial performance outputs of universities in the USA and Japan, and provide evidence for the critical and unique role and contributions of IP-based university spinoffs in the USA. We follow this with a brief review of the relevant Entrepreneurial Ecosystem literature, focusing on deficiencies or gaps in the extant literature, particularly the lack of causal correlations that could provide a scholarly basis for the design of new interventions. For discussion purposes, we postulate a new model that includes measurable intermediate factors, specifically the perceptions and actions of individual entrepreneurial actors in the universities. We propose approaches to quantify these factors, and thereby examine the efficacy of the model. The approach allows us to hypothesize interventions and policy changes which could impact the entrepreneurial outcomes.
